Installation OKEANOS
To install the OKEANOS on a socket 1150 CPU you will first get the backplate and insert the long screws through the corresponding holes in each corner, then you will want to push the rubber washers down on the screws, this will also hold them in place so you can mount the backplate onto the back of the motherboard.
Once the screws are coming through to the front side of the motherboard you can put the white  plastic raisers on them.
Now it is time to install the mounting bracket into place. To do so just set it atop the white plastic raisers and then use the correct nuts to secure it in place.
Now that all the mounting hardware is attached to the motherboard, it is time to install your thermal grease, set the cooler atop the CPU and then secure it to the mounting hardware by placing the mounting bar atop the base and screwing it down at each end.
